Summary
Affordable, sustainable and accessible homes
Creating greater independence and housing choice for older people in Lochgelly, this development brings together a 24-apartment extra care facility and 20 high-quality homes designed to support residents at every stage of later life. Built on the former site of Jenny Gray House care home, the scheme includes a mix of one, two and three-bedroom properties, with wheelchair-friendly flats and bungalows tailored to a range of needs.
This development is part of Fife Council's Phase 3 Affordable Housing Programme and is the seventh and final project that Robertson has delivered for this phase. The project supports the ambitious delivery of 3,500 new affordable homes across Fife.

Design to meet constraints and technical requirements
Robertson Partnership Homes developed the design collaboratively to meet the constraints of the site and the technical requirements of the brief. We ensured high design quality and addressed details covering the housing mix as well as the needs of the Extra Care Facility. We also accommodated specific building services requirements identified by the Fife Council technical team.
Minimising disruption and facilitating enabling works
The main challenge for this project was working adjacent to existing Wilson Bruce Court residential building, while ensuring complete safety and minimising disruption.
We also made sewer and electrical diversions to facilitate the works.
Efficient project management leading to seamless handover
After Robertson Partnership Homes worked to meet the project brief requirements successfully, including the incorporation of late changes, we seamlessly handed over from pre-construction to Robertson Construction Eastern, which carried out the operational delivery of the development.
This transition was carefully managed, starting from site initiation and continuing through the early stages of construction to completion, ensuring a smooth handover to Fife Council in August 2026.
Efficient off-site construction with timber kits and precast panels
Robertson Timber Engineering supplied the timber kits used in the construction process. These were efficiently and sustainably manufactured off-site in our specialised factory in Elgin.
Additionally, we manufactured and installed insulated precast concrete floor panels to the ground floor of the extra care facility, along with a first-floor ceiling, providing a one-hour fire rating. This created a compartment that avoided the need to sub-divide the attic space.
Delivering sustainable design
The new homes are energy efficient, with solar panels to help reduce utility costs for tenants. The properties are also designed to meet Scottish Government Sustainability standards, are targeting an Energy Performance Rating of ‘B’, and are fitted with boilers with an EPC rating of ‘A’.
Designed for older people
The new homes are designed to Housing for Varying Needs and Secured by Design standards. Amenity properties have wet floor showers, and wheelchair properties have wet floor showers and specially designed kitchens with adjustable worktops.
Driving social value through education, employment, and sustainability
Our social value work began with Lochgelly High School, providing work placements and collaborating with DYW to offer pupils an SCQF Level 3 & 4 Certificate in Employability and Skills.
Additionally, we worked with BRAG Enterprises to provide volunteer hours and employability support.
The social value delivered through the project has had significant tangible outcomes in the local community:
- £7.5m spent through the contract with local micro, small, and medium enterprises;
- 300 apprenticeship weeks;
- 200 hours of support for unemployed individuals, including career mentoring, mock interviews, CV advice, and guidance;
- 10 weeks of meaningful work placements or pre-employment courses;
- 50 hours of volunteer time for local community projects;
- 120 tonnes in CO2 emissions reduced through decarbonisation efforts.

The project was procured through the Scape framework. Robertson supports our customers with a range of quick, compliant routes to market that maximise value and social impact.
