Summary
Passivhaus education and learning campus in Monifieth
Robertson has constructed a new education and learning campus on the site of the existing Monifieth High school. The new facility supports and enhances the experience of learners and optimises passive design, including heat recovery, to meet the low-carbon agenda with a high-quality build.

Highly energy efficient design
The design was developed to meet stringent Passivhaus requirements. The highly energy-efficient building has an optimised passive design and follows fabric-first principles. This minimises heat loss and solar gain, resulting in very low energy demand, while giving the pupils, teachers and community a high level of comfort. This, and other design elements, will support and enhance the experience of learners.
Angus Council has funded the capital investment for the project, which is part of Phase Two of the national Learning Estate Investment Programme (LEIP). The council will benefit from Scottish Government revenue funding once the project is complete, aligned to the outcomes set out in the LEIP – including achieving an energy performance target of 67kwH/m2/annum.
Construction in tandem with existing facilities
As a tandem build, the existing school remained in full operation until the new campus building was completed. Our focus on safety has been paramount, with a strict traffic management plan in place, controlling the time of day when contractors and deliveries can access the site, and ensuring school buses and pupil drop-off areas are maintained.
With the new campus opened in August 2025, we progress to demolishing the old building, creating new playing fields and outdoor amenities, and completing external works.
State-of-the art education and sports facility
Angus Council’s goal has been to provide a state-of-the-art facility that will be fully used all year round. As part of this, new facilities and amenities will be available to the community, including a swimming pool, athletics area to Sport Scotland standards, and sports pitches (synthetic and natural).
“We hope that the pupils enjoy the new learning environment, and we look forward to continuing our close working relationship with the Council and the school as we deliver the second phase of works which will see the addition of even more facilities and amenities.
Route to market
The Passivhaus school was directly awarded to Robertson Construction Tayside by Angus Council through the Procurement Hub Major Projects Framework 2 (MPF2).
