Improving Greater Manchester Fire and Rescue’s safety, sustainability, and community value

Robertson has completed construction of Blackley Community Fire Station, after injecting fresh momentum when an unexpected setback with the previous contractor saw work stall at the halfway point. 

This refurbishment, which forms spart of Greater Manchester Fire and Rescue Service’s ongoing improvements, has introduced modern community facilities and energy-efficient features. Conveniently located near Manchester’s M60 motorway, the upgraded station enhances training resources and supports both firefighters and the local community.

Addressing critical challenges

Robertson took over as the lead contractor for both Blackley and Whitefield Community fire stations in March 2025, following the collapse of the previous contractor, which had gone into administration.

The Blackley site had remained dormant for six months, during which time parts of the station were left exposed to the elements. Robertson addressed the issue as a priority, to ensure the project could progress successfully.

To ensure the continuity of Greater Manchester Fire and Rescue Service (GMFRS) operations during the refurbishment process, firefighters from Blackley were temporarily relocated to the nearby Philip’s Park station.

One of the more complex construction challenges involved coordinating the installation of an attenuation tank, which required the deepest excavation on site. Rather than backfilling it immediately, the construction sequence was reviewed and altered to allow progress to continue while working back up to ground level. Around 80% of the tank work was completed within the first two months under the new schedule.

Co-creating value-driven solutions with our client

In close consultation with GMFRS, Roberston facilitated a series of collaborative workshops through the PREOM process and used a structured tracker to generate and develop ideas. This continuous engagement helped to ensure value for money at every stage. 

During the development process, some of the original design elements such as the windows had to be replaced, as modular alternatives were not feasible. While most of the groundwork remained unchanged, we revisited and refined several specification details to enhance both efficiency and cost-effectiveness. 

A greener future for Greater Manchester’s fire stations

Blackley Community Fire Station was designed with sustainability as a focal point, with features like an innovative green roof to help regulate building temperature and reduce rainwater run-off. Solar panels were also installed across the roof to provide renewable energy, reduce the station’s reliance on non-renewable sources and lower carbon footprint, as well as energy-efficient lighting. 

Eco-friendly transport is also supported through the fire station’s electric vehicle charging points which further encourage the use of low-emission vehicles and promote cleaner commuting options for staff and visitors.

The redevelopment of the fire station has delivered meaningful benefits to the local community by creating accessible, modern and dynamic spaces that can be utilised for a variety of community purposes. 

From hosting community meetings and educational sessions to supporting local initiatives and events, the station is now positioned as a hub for connection and collaboration. These shared spaces aim to strengthen community ties, promote social value, and ensure the station serves not just as an emergency service but as a trusted and inclusive resource for local people.
