The first privately financed turnkey project in the military residential sector

The 'Provision of Married Quarters' was the first privately financed government project in the military residential sector, serving the personnel of the RAF Lossiemouth fighter base. 

279 homes were constructed by Robertson and our joint venture partner, completed in 1999, for Covesea Ltd and the Defence Housing Estates. 

Robertson Facilities Management took on the provision of maintenance services when this was re-tendered in 2013, until 2018 when the homes were handed back to the MOD in excellent condition at the end of the PFI contract.

Providing best value for a complete turnkey project

In the mid-1990s the RAF identified a need for more residential capacity at Lossiemouth for the officers and airmen, and their families, stationed at the base.

Robertson secured the project as a joint venture. Our solution offered the best value but also gave a complete turnkey service including site procurement, design, construction, competitive project finance arrangements, and a robust maintenance regime. 

Robertson Capital Projects invested in the project through equity funding, and by sourcing private debt funding, under a 20-year agreement that both financed the project and saw it maintained in outstanding condition until the end of the contract.

Efficiently constructed residential layouts

Robertson and our joint venture partner designed and constructed 279 properties over four sites – two in Elgin and two in Lossiemouth. We employed timber kit construction methods, with many of the components manufactured off-site at our nearby timber engineering facility in Elgin, making construction and assembly more efficient and cost-effective. 

The overall layout was carefully considered. The dwellings were integrated into their respective sites using large communal landscaped areas, including children's playgrounds, cycle routes and footpaths.

Ongoing maintenance and management

In October 2013, Robertson Facilities Management (RFM) was awarded the contract to provide planned and preventative maintenance and delivered these services via a local team of maintenance engineers until the end of the PFI contract. These included move-in and move-out services, hard and soft FM, grounds maintenance and lifecycle management, while a 24-hour helpdesk and a reactive call-out service was provided to cover emergencies.

Our annual planned and preventative maintenance (PPM), as well as a robust and fully costed lifecycle programme, saw the properties handed back both in excellent condition as well as with a reduced ongoing maintenance cost of ownership for the customer. 

RFM were invited to tender for the works along with several other FM Companies. After a rigorous and independent process RFM were awarded the contract. Their mobilisation process was seamless and relationships and the general operation of the contract has improved immeasurably.
